2023년 현재 한국에서는 북한 공작원의 지령에 따라 사회운동을 통해 정치에 개입한 사건이 언론을 통해 보도되어 국민들은 충격과 불안에 휩싸였지만 2024년 1월부터 국가정보원 대공수사권이 폐지되어 정부는 대응책을 마련해야 한다. 최근 청주 간첩단 사건, 한길회 사건, 창원 간첩단 사건, 민노총 사건 등에서 볼 수 있듯 수사가 해외까지 확대되는 ‘국제성’ 과 해외정보망을 통해 수집된 정보가 국내 수사기관에 적시에 전달되어야 하는 ‘적시성’ 그리고 수집된 정보의 ‘통합성’을 요구하고 있어 국내에 치안정보수집 및 범죄수사에 국한된 경찰업무와의 기본적 성질이 다르다고 할 수 있다. 이러한 가운데 ➀ 북한을 화해의 대상으로 보는 민족주의 정치와 북한의 실제적인 위협으로부터 국민을 보호해야하는 가치 갈등이 공존하는 가운데 북한의 문화교류국(225국)은 한국 사회 전반에 북한에 유리한 여론을 조성하여 선거를 통해 국내정치에 개입하여 지배력을 확대시키는 전략을 확대시켰으며, ➁ 동북아시아의 지정학적 위치속에서 삼성전자와 같은 글로벌 기업의 첨단 기술 뿐만아니라 BTS 등 한류문화가 세계적으로 주목을 받고 문화 영향력이 커지면서 서울이 각국 정보활동의 요충지로 거듭나고 있으며, 이러한 사례로 서울 한복판에 중국 비밀경찰서를 은밀하게 운영하는 점은 안보수사의 필요성을 뒷받침하고 있다. ➂ 최근 전국의 모든 하수처리장에서 마약류가 검출되었으며, 이러한 원인은 단속이 어려운 공해상에서의 밀수하여 인터넷과 sns를 이용하여 마약이 청소년에게까지 급속도로 유통되고 있다. ➃ 100개가 넘는 사이비 종교는 국민 삶과 인권을 유린하고 사회를 파괴하며 나아가 국가의 존립을 위협하게 된다. 하지만 경찰은 앞서 제시한 안보수사의 특징(국제성, 적시성, 통합성) 뿐만 아니라 수사관 신분의 ‘보안성’과 ‘은밀성’ 그리고 수십년간 축척된 ‘전문성’ 등을 고려하고 국내의 치안력이 경제협력개발기구(OECD)국가 평균의 2배 이상 증원되어야하는 점을 감안할 때 정부 정책은 정치적인 판단이 아닌 국민을 위한 ‘현실적인 정책’을 수립해야한다. 따라서 본 연구에서는 대통령경호처 「경호안전대책위원회」와 같이 국가안보실 안보수사본부를 대통령령으로 설치하여 포괄적 안보에 대응할 수 있는 정부 부처의 협력대응의 근거 마련 모델을 제안하였다.

As of 2023, in South Korea, cases of political intervention through social movements under the direction of North Korean agents have been reported in the media, causing shock and anxiety among the public, but as of January 2024, the National Intelligence Service's counterintelligence powers have been abolished, forcing the government to take countermeasures. The recent Cheongju espionage case, Han Gil-hoe case, Changwon espionage case, and the Korean Trade Union Confederation (KCTU) case, the 'internationality' of the investigation extends to overseas, the 'timeliness' of the information collected through overseas intelligence networks and the 'integration' of the collected information must be delivered to domestic investigative agencies in a timely manner, which is different from the basic nature of police work limited to domestic security information collection and criminal investigation. In the midst of this, ➀ nationalist politics that views North Korea as an object of reconciliation and the value conflict of protecting the people from the actual threat of North Korea coexist, North Korea's Cultural Exchange Bureau (Bureau 225) has expanded its strategy of intervening in domestic politics through elections to expand its dominance by creating public opinion favorable to North Korea throughout South Korean society, ➁ In the geopolitical position of Northeast Asia, Seoul is becoming a hub for intelligence activities of various countries, not only because of the advanced technology of global companies such as Samsung Electronics, but also because of the growing global attention and cultural influence of Hallyu culture such as BTS, and in this case, the covert operation of a Chinese secret police station in the middle of Seoul supports the need for a security investigation. ➂ Recently, narcotics were detected in all sewage treatment plants across the country, and the cause of this is smuggling on the high seas, which is difficult to control, and the rapid distribution of drugs to youth using the Internet and social media. ➃ There are more than 100 cults that violate people's lives and human rights, destroy society, and threaten the existence of the country. However, considering the characteristics of national security investigations (internationality, timeliness, and integration) as well as the "security" and "secrecy" of the investigators' status and the "expertise" accumulated over decades, and considering that the police force in Korea needs to be increased by more than twice the average of the Organization for Economic Cooperation and Development (OECD) countries, government policies should establish realistic policies for the people, not political judgments. Therefore, this study proposes a model for establishing a basis for a cooperative response by government ministries that can respond to comprehensive security by establishing a National Security Investigation Headquarter under the Office of National Security by presidential decree, such as the "Presidential Security Task Force" of the Presidential Security Service.
