Since independence in 1991, Uzbekistan has maintained a stable dictatorship established by two presidents for 32 years. Karimov was in power for 25 years, from 1991 to 2016, and Mirziyoyev, who succeeded him peacefully in 2016, recently extended his power through a referendum to 2040. Moreover, Karimov remained in power as an unconstitutional president for about 11 months in 2007. Such undemocratic and unconstitutional political acts related to the long-term dictatorship of the above presidents would have faced strong resistance from the people in a normal democratic country.
This study aims to analyze the sustainability of Uzbekistan"s dictatorship from the perspective of ‘political culture’ formed in history, not from the perspective of regional factions related to clans.
The former has analyzed the possibility of the formation of a dictatorship and the extension of power in the relationship between the Uzbek power class. However, the latter analyzes the sustainability of the dictatorship system in terms of the customs, traditions, values, beliefs, and emotions of the governed about their rulers and their political activities.
