The purpose of this study is to examine the meaning and method of ‘character education’ in South Korea's national curriculum policies. In a full-fledged sense, the national curriculum in South Korea, from the first curriculum to the current 2015 revised curriculum, aims to cultivate the right and good human beings. ‘Hongik Man’ (홍익인간), ‘Whole Man’ (전인), ‘Inseong’ (인성), etc. refer to such human beings, although these terms are different. However, starting from the 2009 revised curriculum, the concept of whole person or character is not defined as an open concept with its original rich meaning, but as a closed concept with concrete substances. The 2015 revised curriculum, newly enacted centering on core competencies, is an extension of that curriculum, and the same is true of the Character Education Promotion Act enacted in parallel with it. In the former, character is defined as the summation of various achievement standards sets for each curriculum and several core competencies acquired through them, and in the latter, character is transformed into concrete entities that can be objectively measured and certified by some tests. This way of thinking on the meaning and method of character and character education, according to M. Oakeshott, is the same as the rationalist way of thinking that all knowledge can be reduced to techniques. Character education in the right sense, free from educational rationalism, is made implicitly through the appearance of a teacher who silently devotes himself/herself to all educational activities, rather than providing separate educational programs based on substantiated concepts of character.
