ROK military’s OPCON transition history shows that it has interactions between the political motives and the military needs, while initiating it from the political motives has reflected with its military needs to adjust and compensate for keeping its security. However, I think that this negotiated future combined defense command structure is a incomplete structure which it initiated by Moon government with strong political motives, because it has not been reflected critical military needs for its effectiveness, and contains several structural and operational issues. Therefore, we should develop the ROK’s combined and highest military headquaters preparing for the OPCON Transition focusing on strengthenning the operational command effectiveness to guarantee ROK CFC commander and advancing ROK’s joint operation capabilities. For those issues, I firstly addressed the history of the ROK highist command structure and combined defense command structure transition to get its implications, and analysis projected problems if new combined defense command structure would be adopted in the future. Finally, I suggest four politic thoughts which are to establish a new Joint Operation Headquarters, to creat some institutions for strengthenning ROK CFC commander’s authority, to develop ROK forces leading combined/joint startegic/operational planning systems, and to clear terms of armistice and wartime OPCON authorities.
