유니세프 아동친화도시 인증 서울특별시 자치구의 예산 및 내용 분석박 선 혜**ㆍ조 해 연*** 연구 목적: 본 연구는 유니세프 아동친화도시 인증을 받은 서울특별시 자치구의 2021년과 2022년 아동친화예산과 내용을 분석하는 것이다. 연구 방법: 서울특별시 자치구청 홈페이지 자료를 수집하여 2021년과 2022년 전체 예산, 아동친화예산, 아동 1인 당 아동친화예산, 국비･시비･구비 비율, 사업 수, 아동친화영역별 예산 비율, 아동권리영역별 예산 비율 등을 분석하였다. 연구 내용: 2021년에 비하여 2022년에 아동 1인당 아동친화예산 비율은 전체 구에서 증가하였다. 국비･시비･구비 비율을 분석한 결과, 구비 비율이 2021년에 비하여 2022년에 대체로 증가 추세를 보였다. 아동친화영역별 분석 결과 건강과 복지, 교육, 환경적 지속가능성과 주거여건, 안전과 보호 영역 관련 예산은 비중이 높은 반면, 놀이와 여가 및 참여와 시민의식의 예산은 상대적으로 낮았다. 아동권리영역별 분석 결과 생존권, 보호권, 발달권 관련 예산 비중이 높은 반면, 참여권 예산은 상대적으로 낮게 나타났다. 결론 및 제언: 본 연구 아동친화도시 예산 분석을 통하여 향후 아동이 건강하고 행복하게 살아가도록 지역사회 기반을 마련해주는 데 기초자료로 사용될 수 있을 것이다. 참여와 시민의식 및 참여권 관련 사업이 미흡하고 적은 예산이 투입되어, 향후 아동친화도시 계획 및 예산 편성 시 이 점을 고려할 필요가 있다. 핵심어: 유니세프 아동친화도시, 아동친화도시인증, 아동친화영역, 아동권리, 예산 분석 □ 접수일: 2022년 9월 6일, 수정일: 2022년 9월 26일, 게재확정일: 2022년 10월 20일＊ 이 논문은 2020년 강남대학교 교내연구비 지원에 의해 수행된 것임. ** 주저자, 강남대학교 유아교육학과 교수(First Author, Professor, Kangnam Univ., Email: psh@kangnam.ac.kr)*** 교신저자, 을지대학교 유아교육학과 교수(Corresponding Author, Professor, Eulji Univ., Email: hycho@eulji.ac.kr)

A Study on the Budget and Contents of the Seoul MetropolitanGovernment Certificated as UNICEF Child-friendly CitySeonhye Park & Heayoun Cho Abstract: This study analyzes the 2021 and 2022 child-friendly budgets and contents of the Seoul Metropolitan Government autonomous districts certified as UNICEF child-friendly cities. In order to conduct the study, data for 2021 and 2022 were collected on the website of the Seoul Metropolitan Government Self-Governing Office. The analysis contents are as follows: total budget, child-friendly budget, ratio of child-friendly budget per 1 child, the ratio of the national budget to the municipal budget to the autonomous district budget number of projects, budget ratio by child-friendly area, budget ratio by child rights. The child-friendly budget ratio per child increased in all autonomous districts in 2022 compared to 2021. As a result of analyzing the budget of autonomous districts compared to the national budget and the city budget in the child-friendly budget, the budget of autonomous districts increased in 2022 compared to 2021. As a result of the analysis by child-friendly area, the budget related to health and social services, educational environment, residential environment, safety, and protection areas was high, while the budget for play, leisure, and participation and civic awareness was relatively low. In the analysis of the area of child rights, the proportion of the budget related to the right to live, protection, and development was high, while the budget for the right to participate was relatively low. This study can be used as basic data to lay the foundation for the community so that children can live healthy and happy in the future through the budget analysis of child-friendly cities. As projects related to participation, civic awareness, and participation rights are insufficient and a small budget is invested, it is necessary to consider this point when planning and budgeting a child-friendly city in the future.
