It has been 47 years since William D. Nordhaus pointed out the dangers posed by carbon emissions in 1975. The Kyoto Protocol, the first international efforts to cope with climate change through, failed due to issues such as the selective assignment of greenhouse gas reduction obligations and non-binding agreements. However, at the 21st Conference of the Parties to the Convention on Climate Change in 2015, the Paris Agreement was signed in which all countries around the world participate in greenhouse gas reduction, and in the 2020s, the international community"s efforts for carbon neutrality are intensifying. Nevertheless, there is a lack of discussion and consideration of side effects and problems that may occur in the implementation process for carbon neutrality. The purpose of this study is to examine the problems that will arise in Gyeonggi-do in the process of promoting carbon neutrality and the impact on the economy of Gyeonggi-do.
There are four existing literature on problems that may arise during carbon neutral implementation : Free-riding, North-South Divide, Porter Hypothesis, and Pollution Haven Hypothesis. Considering these points, it is judged that the first obstacle that Gyeonggi-do will face as it implements the carbon neutral policy will be the task of involving SMEs in responding to climate change. It is expected that there will be three issues related to the participation of SMEs in responding to climate change: the problem of changing perceptions, the problem of response capabilities, and the problem of free riding. Problems in the labor sector are highly likely to arise in the process of redistributing jobs between industries, and it is judged that they will arise when workers" demands such as "education after employment" conflict with the interests of business owners. The last issue caused by carbon neutrality is the problem of inflation due to the implementation of carbon neutrality, which is estimated to mainly harm low-income and vulnerable groups.
In order to overcome the economic and industrial issues of Gyeonggi-do, the following policies are needed. In this study, we suggest polices for four sectors. The first sector is to establish a comprehensive plan for green industry transition. This is necessary to systematically lead the response to climate change. Second is to create policies to encourage SMEs to participate in and implement carbon neutrality. More specifically, establishment of education and consulting program for climate change, Modification of carbon neutral fund management plan, expansion of greenhouse gases(GHGs) mitigation program, and financial support program for GHGs mitigation, Establishing a cooperative system between the public and private sectors are required. Third sector is technical part. Carbon neutral technology demonstration support for SMEs is needed to change production process. In addition, to monitor SMEs ghg mitigation efforts, actual measurement of ghg mitigation is required. This is expected to contribute to mitigating the free-rider problem in responding to climate change. Last sector is labor and welfare. It is necessary to organize a labor transition council to alleviate conflicts in the labor sector and discuss welfare policies for the low-income and vulnerable class.
