Recently, not only the total number of crimes but also the number of violent incidents is rapidly increasing, and more than 100,000 people are released from prison each year. Many of them are unable to return to society smoothly, and the vicious cycle of re-offending and entering correctional facilities is repeating. This is because the current correctional policy and protection support policy for those released from prison are not properly implemented. In the current situation, it can be said that the importance of legal protection and welfare for crime prevention is emphasized more than ever. Therefore, in order to prevent crime and resocialize released prisoners, differentiated and effective institutional support suitable for the characteristics of the target people is necessary from the beginning of release from prison.
However, it is true that such support is not easy within the current legal system. There is a limit to realizing legal protection and welfare in one law as in the present. Although it is a bit late, an independent bill on legal protection and welfare has been proposed.
It is impossible to predict which direction the above bill will go, but I hope that it will be the starting point of a paradigm shift in legal welfare.
