The reasons for the failure in obtaining Free Economic Zone in Daebu, Ansan can be identified in terms of business occupancy demand, site and infrastructure, conformity with the basic plan, developmental economics, and the financing plan.
In terms of business occupancy demand, there are problems such as difficulties to prove the feasibility of large-scale development due to the uncertainty of occupancy demand, insufficient settlement conditions for attracting companies and human resources, weakness in transportation access and the scale of the hinterland, absence of investment opportunities in key sectors, and the lack of incentives.
With regards to site and infrastructure, failure to meet legal requirements for site acquisition, the complexity of the transfer of a positive procedure for landfill rights, conflicts with agricultural corporations in the process of securing the site, difficulties in establishing systematic infrastructure due to inconsistency between administrative districts and living areas, demand for demolition of high-voltage transmission towers and underground transmission lines, and low possibility of early implementation may act as obstacles in designation.
Concerning conformity with the basic plan, the inability to meet the innovation growth requirements of key attraction functions, the absence of specific and differentiated development strategies, the department store-style arrangement of the introduction functions, the spatial arrangement of the main functions and the insufficient water space, green area, and road network system, and inconsistency between natural environment conservation and development are pointed out as the undesignated reasons.
Finally, for development economics and financing plan, it is necessary to overcome the limitations such as lack of realistic estimation of land creation cost, insufficient basis for judging development effect due to omission of economic review, lack of specificity of financing plan, and insufficient basis for attracting private capital.
In addition, the lack of conformity with the basic direction of the free economic zone, insufficient consideration of the central government"s new industry development direction, insufficient plans for industrial ecosystem creation linked to core introduction functions, and the failure to establish a foundation for innovation through industry-university-research networks, the uncertainty of the project promotion system and the lack of a detailed plan for securing professional manpower can be considered as reasons for not designating a free economic zone.
The following supplements are required to promote the development of Daebu, Ansan in the future. First, it is necessary to review the development concept and introduction function. In other words, it is appropriate to set marine healing tourism as a development concept to differentiate it from other regions and respond to niche market demands. In addition, it is necessary to attract marine healing tourism and health care sectors as key introduction functions, in addition to reviewing the introduction of functions such as semiconductor clusters related to new energy industries and eco-friendly vehicles, and specialized education. Second, establishing a win-win and cooperative system among stakeholders is also critical. That is, a cooperative system with the Korea Rural Community Corporation in relation to the site utilization plan and the promotion system is required, as well as preparing an alternative solution that can coexist with local farmers by forming a consultative body between Ansan City, Korea Rural Community Corporation, and local agricultural corporations. Furthermore, it is urgently required to establish a cooperative relationship with Hwaseong City for an early decision on the timing of the desalination of the Hwaseong Lake. Third, measures to reduce the development scale to enhance the feasibility of the project is required, while actively seeking ways to improve transportation infrastructure conditions and secure investment demand.
