This study was carried out to investigate the limits of the role and influence of the residents in the decision-making process of Sangju Sangmu Football Team 3 in policy making. Data collection includes civic club-related papers and related articles, publications and research reports published by policymaking organizations, online data posted on the website, public hearings and discussion meetings, and incidentally, interviews and direct investigations with related people. The collected data are classified into three phases: the first phase of establishment process, the second phase of extension of the ties, and the third phase of the civic group conversion process, and the contents and influence of each participant"s activities and influences are analyzed based on the group model of the policy making process.
As a result of the analysis, the first stage is an extreme case in which policy makers and professional federations lead all policy processes, and the participation and role of citizens in the policy making process is excluded. In the second stage, policy makers overturn policy decisions in conflict with citizens" opinions, and the roles of citizens and experts played a significant role in the policy-making process. In the third stage, policy makers ignore the overwhelming opinions of citizens and clubs and make policy decisions unilaterally, and the limits of citizens" influence appeared. Through the analysis of the Sangju Sangmu Football Club"s policy-making process three times over the past 10 years, it was found that the election results of the local government leader have a great influence on the policy decision of the citizen"s club. In addition, it was possible to understand the structure in which the limits of the role and influence of citizens are determined according to the political situation and position of the mayor.
