This paper sheds light on the logic of wage-led growth and the significance and limitations of the former Moon Jae-in government’s income-led growth policy, which is a Korean adaptation of the wage-led growth. Income-led growth has the character of a discourse reconstructed centered on cross-class household income by easing the labor-centeredness from the wage-led growth theory. Accordingly, regardless of the fundamental principle in the wage-led growth of strengthening the bargaining power of labor, labor policy of the former government has been exposed to the limitations of either being passive in the institutionalization for guaranteeing basic labor rights or leaning towards neoliberal working hours flexibility. In that respect, the distortion of income-led growth and the retreat to inclusive growth concept were ultimately the inevitable result of liberal politics that could not lead the formation of a hegemonic block of the working class and the transformation of the regime of industrial relations.
