The objective of this essay is to assess the struggle of government employee unions for the reinforcement of public pension, from the point of view of public service trade unionism. Between 2014~2015, government employee unions established the Joint Struggle Committee, which combined the members’ economic interests (safeguarding government employees pension) with public values (public pension increase) and organized social solidarity. lso, ct that they reached an agreement to strengthen the public pension through social dialogue is an evidence that social dialogue can be an important tool in realizing the public service unionism. On the other hand, the government employee pension was curtailed, at the same time the public pension reinforcement and government employee personnel system improvement failed to realize the agreed results. In short, the Korean Government Employee Unions and its struggle towards public pension improvement plan dissolved following the ‘5ㆍ2 Social Agreement’. Behind the scenes of the failure, there were economic-driven union members and the controversy over ‘social solidarity strategy’. In conclusion, public service unionism in the labor movement of government employee unions still has a long way to go despite of the strong verbal emphasis on public service unionism.
