This study aims to reveal the development background of the Neutralizing Wall, an active method proposed by Le Corbusier to apply the Pan de Verre (glass wall) to modern architecture. To understand the transition from the Neutralizing Wall to the passive Brise-soleil system, this research also aims to uncover the reasons why this method remains an incomplete technology. Le Corbusier regarded the Pan de Verre as a way to universally realize a hygienic and pleasant environment for humans. If we analyze his works concerning the Pan de Verre, we can categorize his work into three periods. The first period is the extension from the horizontal window into the Pan de Verre. The second is when the Pan de Verre actively complements its weaknesses; Le Corbusier proposed the Neutralizing Wall at this time. The third is the period when the sunshade system, Brise-soleil, was applied to the Pan de Verre because of the difficulty in developing and applying the Neutralizing Wall in the real projects. The Neutralizing Wall using mechanical equipment was advanced at the time. Moreover, in the background of the times of the Great Depression and World War Ⅱ, the development of this method was not performed as Le Corbusier intended because of a lack of financial resources and technical skills. The repeated setbacks led him to apply the Brise-soleil as a realistic complementary method to the Pan de Verre. Therefore, the research objects of this study are as follows: the League of Nations in Geneva, where the Neutralizing Wall concept was first proposed; the Centrosoyouz in Moscow and Cite de Refuge; Paris, where the technical concepts are more defined; and the UN headquarters in New York, where the method was last attempted. For each example, Le Corbusier’s technical proposal will be explained and the engineers’ evaluation and consultation will be presented. This research process can confirm that the Neutralizing Wall’s technical contents have been supplemented and developed as the projects continued, and its technical sophistication for the application was difficult to achieve at that time. Thus, the technology remains incomplete. However, this technology is not a failure, because it presents early ideas of various technologies that are now common.
