To address the increasingly prevalent problem of underachievement insecondary education, this study attempted to explore ways to improve thenational curriculum for the subject of English and how it should beimplemented at the school level. In this study, a survey questionnairewas administered to English teachers in 199 middle schools acrossthe country to gain some insights into the issue of underachievementin English. In addition, interviews and consultations with teachers andexperts in English education were also conducted. Based upon theresults of this study, the following suggestions were put forth: 1)underachieving students need to be defined as those who are in needof support from school in order to meet achievement goals stated inthe national curriculum. 2) the minimum achievement levels that mustbe met by all students should be more clearly stated in the nationalcurriculum. 3) in addition to revising the national curriculum itself,how it should be operationalized at the school level needs to bespecified in the national curriculum. 4) clearer teaching guidelinesneed to be included in the national curriculum, so that teachers canprovide students with tailored teaching according to their levels ofEnglish proficiency.
