Learning a language for communication has been a top priority of educational policy in many countries including South Korea. Despite three decades of investments in teacher training and curriculum revisions for communicative teaching, it still seems difficult to adopt in classrooms. In response, this case study first examines the current administrative goals of English education and relevant pedagogy through thematic analysis of the national curriculum (2015). The themes are then compared to an English teaching methods course in one teacher training program. The findings reveal a continued focus on teaching for communication in both curriculum and training, but with limited attention to the pedagogical suggestions for teachers and contextual challenges reported in the literature. The methods course shows a possibility to assist teachers in making theoretically informed decisions considering realistic challenges, which was not always possible given its primary focus on declarative knowledge development. Therefore, this research concludes with two suggestions for teacher educators and training programs: offering more opportunities to discuss administrative goals and pedagogical implications in local contexts with teachers, and program-level attention to teaching in context in existing content courses.
