This study examines the rationale for the introduction of the universal basic income(UBI), presents feasible financing measures for the introduction of UBI, and proposes the reform of the existing social security system following the introduction of UBI. While the expansion of the existing social security or the introduction of an income guarantee system is cost-effective in solving welfare blind, the limitations and complexities of income-asset tests to select eligible people remain and the loophole of social insurance excluding non-regular workers and self-employees are difficult to overcome. Therefore, we propose to reorganize the framework of existing social security systems while introducing UBI. The UBI does not completely replace the existing social security, but partially substitute or complement it. Financing UBI presents to abolish or reduce tax breaks and tax expenditures, and to abolish or reduce fixed-rate cash welfare benefits. Ultimately, UBI can be seen as both an economic and a welfare system introduced along with the reform of the tax system and social security system.
