이 연구는 한국의 스포츠토토 수탁사업자 결정과정에서 공영화 진영과 민영화 진영의 의사소통을 J. Habermas의 의사소통행위이론을 통해 비판적으로 분석했다. 스포츠토토(체육진흥투표권) 사업은 현재 한국에서 선택이 아닌 필수로 뿌리를 내렸다. 이 사업을 통해 조성된 체육기금이 국가 체육예산의 80%가량을 책임지고 있기 때문이다. 그런데 이 중요성에 비해 사업의 구체적인 모습을 결정하는 정책 및 정책결정 과정에 대해서는 심도 있는 접근이 부족했다. 특히 수탁사업자를 5년마다 선정하면서 민영화 유지와 공기업 변경을 놓고 소모적인 논쟁이 발생하고 있다. 가장 최근인 2020년 1월에도 새로운 사업자를 선정했으나, 저가낙찰로 인해 사업자 결정 방법에 문제가 있다는 지적이 제기됐다. 이러한 문제는 스포츠토토 사업자의 결정에 대한 합리적 의사소통이 결여되었기 때문이다. 이에 이 연구는 스포츠토토 사업자 결정과정에서 합리적 의사소통을 방해하는 근본 요소들은 무엇이며, 그 작동원리는 어떠한지를 구명하고자 했다. 연구의 목적을 달성하기 위해 7명의 연구참여자를 대상으로 심층면담을 실시하고, 관련된 문헌자료를 모아 Habermas의 주요개념을 동원해 심층적으로 분석했다. 연구의 결론은 다음 4가지로 요약할 수 있다. 첫째, 체육진흥투표권 사업자 결정과정에서 공영화 진영 내부의 의사소통에는 체계에 의한 생활세계의 식민지화가 진행됐다. 둘째, 마찬가지로 민영화 진영 내부의 의사소통에도 체계에 의한 생활세계의 식민자화가 심각한 수준으로 진행됐다. 셋째, 공영화 진영과 민영화 진영의 의사소통에서도 체계에 의한 생활세계의 식민지화가 작동했다. 위의 3가지 상황에서 Habermas가 말한 언어적 합의 형성과정 회피, 목적합리적 처신, 영향력 행사, 손해와 보상의 일반화등 경제적 권력적 수단의 부정적 영향력 4가지가 모두 나타났다. 생활세계의 논리인 언어적 합리성에 기초한 의사소통은 형식적으로만 존재했고, 생산적인 프로세스를 거치지 않았다. 당사지인 양 진영은 물론, 중립진영인 문화체육관광부, 언론, 정치권까지 체계의 논리가 뿌리 깊게 반영돼 있었다. 넷째, 따라서 체육진흥투표권 사업자의 결정방식에 대해 향후 합리적 의사소통에 기반을 둔 변화가 필요하다.

TThis study critically analyzed the process of selection of Sports Toto Business operator in Korea on the whole by using Habermas" theory of communication behavior. Sports Toto Business has now become a necessity, not an option, in Korea. Because it is responsible for 80% of national sports budget by creating an athletic fund. However, compared to its importance, there was no in-depth approach to policy and policy-making processes that determine the specific nature of the project. Moreover, there has been a widespread controversy over privatization and change to public enterprise, with the selection of Sports Toto Business operator every five years. Recently, a new operator was selected in January 2020, but it was pointed out that there was a problem with the method of determining the operator due to the low-priced bid. It is because of lack of rational communication in the process of argument. On this background, this study tried to find out the fundamental factors that impede rational communication in the process of selecting Sports Toto Business operator and what the working principles of the factors are. In addition, based on this, this study sought ways to make reasonable communication in the process of deciding Sports Toto Business operator. In order to achieve the purpose of the study, in-depth interviews were conducted with 7 research participants, and related documents were collected and analyzed in depth by using the main concepts of Habermas. The conclusions of this study can be summarized as follows. First, in the process of deciding Sports Toto Business operator, colonialization of life-world(Lebenswelt) was carried out by the system in communication within the advocates for publicization. Second, In the same way in the decision making process of Sports Toto Business operator, colonization of life-world(Lebenswelt) has progressed to a serious level due to the system of communication within the privatization camp. Third, colonization of the life-world(Lebenswelt) by the system also worked in the communication between the publicization camp and the privatization camp. The above 3 situations have all four adverse effects of economic and power tools, such as the avoidance of the process of linguistic consensus, Goal rational(zweckrational) action, the exercise of influence, and the generalization of damages and compensation demonstrated by Habermas. Communication based on linguistic rationality, which is the logic of life-world(Lebenswelt), existed only formally and did not go through a productive process. The logic of the system was deeply reflected not only in the two parties but also in the neutral camp, the Ministry of Culture, Sports and Tourism, the press, and political parties. Fourth, it is necessary to proceed public deliberation on the decision method of selection of Sports Toto Business operator in the future, and the specific method, in other words, public sphere should be sought. Participants in the study agreed that in the past public debate has not been properly done and that it is necessary in the future. It is necessary to make efforts to achieve practical communication such as the formation of a council. However, there was a disagreement about the direction of concrete public debate, that is, the form of public deliberation. While there is an opinion that we can improve the existing public hearings toward it can be an actual communication process, there has been an opinion that a new method should be adopted such as the Public Relations Committee.
