In Silla, wooden documents were made in the administrative process of sending and receiving documents. In the early stage of administration, there was face-to-face reporting through oral communication between government officials. This process was gradually converted into document administration via letters and wooden tablets. After all, wooden documents were made to record the patterns of oral communication in letters, which led to their unique making and management process that cannot be explained only with transmission and reception. In this study, the life cycle of wooden documents was restored based on these perceptions, and the process went from the production of content of transmission through recording(making a wooden document) to reporting with a document(wooden tablet). In the study, wooden documents were analyzed, and the results confirm the existence of the speaker that narrated content and the writer that recorded it. Here, the speaker and the writer stood on the side of sending a document or that of receiving one according to the scenes of making or reporting a document. Furthermore, it was found that transmission and reception settled down from in dividual to individuals in public service and eventually as government offices or around them. These patterns of wooden documents indicate that the document administration of wooden tablets based on oral communication went through gradual formulation and developed in a direction that accorded with the bureaucratic order.
