Voice phishing is the most closely related crime to our everyday life. Appeared in May 2006 for the first time, it has incurred more than 2 trillion won in damages so far. Although financial authorities and ministries have announced policies for eradicating voice phishing in cooperation, the damage has not been decreased significantly. By 2019, hundreds of billions of won has been lost every year. In 2020, the damage has been partially reduced by the effect of COVID-19, but not been rooted out. The financial authorities need to review problems of response and institutional mechanisms for voice phishing. Related bills currently pending in the National Assembly and feasibility of enacting additional laws should be reconsidered as well. Furthermore, researches have to be conducted to reflect responses and cases of major foreign countries in domestic policies.
There are five major legal measures for preventing, eradicating and responding to voice phishing. First, segmentation of fraud crime through the enactment of new laws. Second, response and prevention of related crimes by designating the department in charge as the National Police Agency. Third, realistic victim relief. Fourth, mandatory fraud prevention education. Fifth, victim remedy. Many existing papers already have covered the cooperation and public relation activities. The purpose of this paper is to study problems in response to voice phishing and find innovative solutions. In eradicating voice phishing and protecting victims institutionally, the financial authorities’ effort only has limitations. As a control tower, National Police agency needs to take measure such as preventing, promoting and investigation. Numerous tasks has been stacked, but through active interest and institutional mechanism, voice phishing can be eradicated.
