In today"s library management, the concept of Organizational Citizenship Behavior(OCB) is becoming more and more important, because especially in the service sector, the individual responsibility of the staff is becoming more and more important, and the influence of the staff"s autonomous behavior on organizational effectiveness is becoming more and more critical. This article conducted a questionnaire survey on the OCB, empowerment, organizational commitment, and organizational effectiveness. from June 2020 to October 2020, 217 valid questionnaires were selected within a five-month survey period, and the structural relationship of the four variables and the mediating effect of the administrator’s empowerment and organizational commitment were analyzed. The analysis results are as follows: OCB has a direct effect on organizational effectiveness. However, the indirect effect of using empowerment and organizational commitment as the mediator is very significant. It proves that OCB acts as a full mediation for organizational effectiveness.According to the analysis results, the higher the level of OCB, the improvement of the level of empowerment and organizational commitment has a positive effect, which can significantly improve the organizational effectiveness.While improving OCB of administrators, library management agencies can give librarians appropriate empowerments and improve organizational commitments, which will have a more significant positive effect on management effectiveness.
