This paper analyzes the current status and performance of local festivals by using keyword analysis and regression analysis based on the cost accounting information and evaluation results of the events and festivals held by local governments in Gangwon province from 2012 to 2017. The analysis results show that the number and invested public money of local festivals held in Gangwon province during 2012-2017 continued to rise, but there were not many local festivals with high economic performance such as profitability or regional economic spin-off effects. The keyword analysis result of the characteristics of Gangwon province’s local festivals that were selected as ‘cultural tourism festivals’ by the ministry of culture, sport, tourism, shows participation, programs, local identity-driven storytelling are highly appreciated for the activation of local tourism. The panel probit analysis for the influence factors selected as the ‘cultural tourism festival’ shows that higher profitability and regional economic spin-off effects of the local festivals, whether the festival implementing organization is a corporation, higher proportion of events and festival expenses invested by the local government, more number of tourists from local and local governments are likely to increase the probability of being chosen as ‘cultural tourism festivals’. The results of the analysis suggest that, above all, the development of a festival program that is differentiated by region is the key to improving the economic performance generated compared to the financial investment in local festivals in Gangwon province. Therefore, in the future, the Gangwon province’s local festivals need to establish themselves as an attractive festival where locals and outsiders harmonize by utilizing the unique cultural resources, geographical conditions, and historical background of each local government.

본 연구는 2012년부터 2017년까지 강원도 지방자치단체들이 개최한 행사⋅축제의 원가회계정보와 문화체육관광부 선정 ‘문화관광축제’ 평가결과를 바탕으로 키워드분석과 회귀분석을 활용하여 강원도 지역축제의 현황과 성과를 분석하였다. 분석결과, 2012-2017년 강원도 지역축제의 개최 횟수 및 개최에 투입된 재정은 지속적으로 상승하는 경향을 보였으나, 수익성이나 지역경제파급효과와 같은 경제적 성과가 높은 지역축제는 많지 않은 것으로 나타났다. 관광 상품성이 큰 ‘문화관광축제’로 선정된 강원도 지역축제들의 특성을 키워드분석으로 파악한 결과, “참여 중심의 체험형” 축제, “관람 중심의 공연형” 축제, “지역정체성 중심의 스토리텔링형” 축제가 지역관광 활성화에 기여하는 것으로 평가되었다. ‘문화관광축제’로 선정되는 영향요인을 패널프로빗분석으로 탐색한 결과는, 지역축제의 수익성 및 지역경제파급효과가 클수록, 축제집행기관이 법인인 경우, 그리고 당해 지자체의 행사⋅축제 경비비율과 지자체 관광객 수가 증가할수록, 문화관광축제 선정확률이 증가하는 것으로 나타났다. 이와 같은 분석결과는 강원도 지역축제에 대한 재정적 투자 대비 창출되는 경제적 성과를 향상시킬 필요성과 함께, 지역별로 차별화된 축제 프로그램의 개발 및 체계적 집행⋅운영이 요청됨을 시사하고 있다. 따라서 향후 강원도 지역축제는 각 지자체들의 고유한 특성으로서 문화적 자원, 지리적 여건, 역사적 배경 등을 활용하여 내지인과 외부인이 어우러지는 매력적인 축제로 자리매김할 필요가 있을 것이다.
