The aim of this study was to survey the problems and counterplan for industrial technology subject instruction in the secondary schools. The data were collected from questionnaires received from 136 industrial technology teachers who attend the in-service program which was conducted at the In-Service Teacher Training Institute of Chungnam National University during the summer vacation in 1984. The findings were summerized as follows ; 1. Nearly a half of the industrial technology teachers surveyed were not qualified the teacher certificate in the subject matter they teach. There were many teachers teaching the other subjects beside industrial technology in the secondary schools. 2. The teaching load suveyed showed that 57.4% of the industrial technology teachers were teaching class from 23 hours to 26 hours per week. The size of class that one industrial technology teacher conduct usually consisted of 60 students. 3. One-fifth of the industrial technology teachers surveyed expressed the difficulty to understand the content of textbook used in the secondary school today. 4. Most of the industrial technology teachers surveyed expressed the lack of competency to demonstrate the skill oriented content because they were not prepared to teach the industrial technology subject matter. 5. The majority of industrial technology classes were conducted in the regular class, not in the schoolshop. Shop practice was offered once every eight weeks in most cases. 6. More than a half of teachers surveyed were consulting with related publications when they had the difficulties for preparing lessons. 7. One-fourth of the industrial technology teachers surveyed strongly complained the lack of teaching-learning aids which were appropriately designed for insructional purpose in the industrial technology education. 8. The majority of the industrial technology teachers surveyed complained the lack of school administrators` interest in expanding shop equipment and tools needed for impoving industrial technology education. To improve the quality of industrial technology education that is urgently needed to all the students for preparing better citizen in highly technologically developed post industrial society in the 21st century, the following suggestions must be taken into account ; 1. The intensive inservice teacher training programs must be organized systematically and conducted all year around so that all the inservice teachers could participate the program in next few years. 2. The teacher-student ratio should be decreased from one to sixty to one to thirty to achieve the educational goals established by the Ministry of Education at national level. 3. The national center for research of industrial technology education must be established for developing innovative curriculum, teacher education program, and instructional materials for school instructional settings.
