Crime can be reported to the police by victims, family members, witnesses, or others who become aware of a given crime or victimization. Not all crimes are reported, however, and previous studies have examined the differences between reported and non-reported crime. Previous studies have focused heavily on victims’ decisions to report their own victimization, but not much attention has been paid to third-party decisions to report a witnessed crime. In addition, the importance of neighborhood residents in protecting their own neighborhoods and mobilizing police has not been fully examined in previous studies. This study aimed to determine the factors that cause individuals to report neighborhood crimes of which they are not victims. Theoretical frameworks of victims’ reporting decisions using cost–benefit analysis, normative prescriptions, and the role of police legitimacy are tested to determine whether they influence individuals’ decisions to report neighborhood crime.
