Independent / experimental short animation has been the most important form of expression since the birth of animation as a channel for communication and a way to show new attempts for young animation creators. In addition, since the advent of computer technology, many progressive and challenging works through experimental techniques have appeared, and it have been the driving force for the evolution of animation in the flow of change. In countries with rich animation resources, such as Canada, Japan, and the United Kingdom, they are making efforts to make an educational and industrial environment for succession the value of independent and experimental short animations. However, at the environment of the Korean short animation industry, TV series short animations for the sale of children’s contents and toys are mainly used, and the value of the works tends to be evaluated and uniformized according to commercial results. Independent short animations are created with no commercial purpose, so the government-supported environment is more important than ever. Accordingly, this study examines the current status of distribution and government support for short animation and animation festivals in France, which is rich in short animation resources, and studies current state of independent short animation in Korea. In addition, through the comparison of the support systems and distribution of the two countries and interviews with related experts, this study discusses the problems of Korea’s independent / experimental short animations and studies direction of development
