While examining records on Dong-yi(東夷) in 《Tongdian(通典)》, one often finds the phrase “land of Dong-yi(東夷之地).” This term reflects Duyou(杜佑)’s understanding, since it is found not in the main subject but in the annotation. The recorded time of the land of Dong-yi is all “present(今),” which means that it is found only at the time of Doyou’s compilation. These records are not intended to be just the land of Dong-yi but have certain purposes. In this respect, a question can be raised on why the specific name of a country is not presented in these records.
One of the records of the land of Dong-yi is found in the part related to the territory of Tang(唐) during the Tianbao(天寶) period. Further, a similar record is indicated in 《JiuTangshu(舊唐書)》. However, it is described as “Goryeo and Balhae(高麗 ․ 渤海)”. In other words, 《Tongdian》 intentionally mentions the land of Dong-yi instead of the land of Goryeo and Balhae.
All the records mentioning the land of Dong-yi indicate the region belonging to the Four Commanderies of Han(漢四郡) and Protectorate General to Pacify the East(安東都護府). The territory was occupied by Tang following the fall of Goguryeo(高句麗); however, this was not true after the first half of the 8th century. Specifically, the Liaodong(遼東) area was taken by the Balhae kingdom, which conflicted with the interests of the Tang dynasty at the time. The Tang considered the land of Dong-yi an unrecovered land. In this sense, they used the term with a strong willingness of recovery. In addition, although Balhae was classified as Bukjeok(北狄) in 《JiuTangshu》 and 《XinTangshu(新唐書)》, it was considered a part of Dong-yi in the records that succeeded in 《Tongdian》. These imply a common understanding with the perception that the land of Dong-yi is Goryeo and Balhae.
