Examined in this article is the Iju-dang Party Incident of 1962, and the political nature of this very incident. The incident itself broke out in the wake of conflicts going on between the Korean military and the Korean Opposition party, and also right before the political power was transferred back to the civilian government. The nature of this incident was simple: The Military oppressed Jang Myeon, and the U.S Embassy in Korea decided to involve itself in internal matters of Korea. Yet previous studies focusing on this period only chose to examine either the ‘Korean Military and U.S.’ or the ‘Korean Military and the Opposing party’ as two major pillars involved in the situation, and as a result only highlighted the Korea-U.S. relationship or domestic Korean political turmoil. The Iju-dang party incident, which was at the very center of political changes that were ongoing at the time, has rarely received appropriate attention so far.
According to the review in this article, the Korean Military had clear objectives, and carefully staged the incident from the very beginning. It had one clear goal: to deprive Jang Myeon of any political power or influence. It was the Military’s intention to devalue Jang’s political stance, as the outcome of such scheme would also cripple the Korean Democratic party and weaken the opposition party’s eventual challenge against the incumbent regime. And it played right as it was intended. The Democratic party not only lost its leader but lost its political footing as well, when power was being transferred back to the civilian government in 1963.
After realizing what the Korean military was planning, the U.S. Embassy decided to step in. As a result, Jang Myeon got the protection he needed. But what the U.S. really did was to save Park Jeong-hi by apparently rescuing Jang Myeon. The U.S. government was concerned about the possibility that Park Jeong-hi’s harsh treatment of Jang Myeon may damage Park’s image on the international stage. The Americans were not really interested in restoring Jang Myeon’s influence or political quality. Jang Myeon was later ruled guilty while U.S. turned a blind eye to the situation. His political career was over.
Apparently the U.S. government, the Korean Military, and the Korean Opposing party shared some interests with each other, but also had clearly different priorities. The Iju-dang incident, which was a historical event that could potentially shed more light on the situation of the time, should be examined much further in the future, so that the dynamics between all three parties listed above could be more comprehensively understood.
