The purpose of this study was to present a decision model of voters and to identify this empirically by election period and age group considering the characteristics and behavior of voters in local elections in Korea. The subject of the study is the voting behavior of voters in Daegu and Gyeongbuk. To understand this, we used the survey data conducted over five times in 2002(6.13 local elections), 2006(5.31 local elections), 2010(6.2 local elections), 2014(6.4 local elections), and 2018(6.13 local elections). The results of hypothesis testing using the structural equation model are as follows. First, In case of young people, the figure factor did not affect candidate images(the parameters), but they had a direct impact on voting decision(the dependent variables). Second, In the case of middle-aged people, the figure factor directly affected the candidate image and voting decision, but there was no indirect effect through the candidate image. Third, Both party factor and policy commitment factor have a direct effects on voting decisions as well as indirect effects that mediate candidate images.
