Korean agricultural cooperatives have many problems in their structure and business. First of all, farmers are not aware of the ownership or membership of their cooperatives. Secondly, the structure and business of cooperatives are not based on the interests of farmers. On the ground of those reasons, the reform of agricultural cooperatives has been discussed for a long time. Especially the separation of credit business sector and economy business sector in National Agricultural Cooperative Federation has been argued as the core task of the agricultural cooperatives' reform since the comprehensive agreement in the Commission of Agriculture and Fishery Development in 1994. However, the separation was frustrated in every revision of the agricultural cooperative law. New law, which was recently revised, also postponed the conclusion of the separation problem one year later. I argued that the government has to separate two parts of credit and economy in National Agricultural Cooperative Federation as soon as possible, because we can easily solve the preconditions of the separation like capital enlargement, independent operation of economy business sector, and fulfillment of the expenses for extension activities.
