The study about how Goryeo(高麗) government position system has managed is very important on the aspect of settling the basic of political policy. The role of Jibju(執奏) is conveying king’s order to a subject and meditate a subjects’ proposal to king. Therefore this status is crucial. But there has been a shortage of raw data and studies so the fact is not evident. This study has proven that Jibju status established in the period of Munjung(文宗). Moreover, according to china’s material, the behavior of appealing their opinion to king is called Jibju. On the other hand, Jibju has been particularly representing as government position in Goryeo. In order to make up lack of data, thoroughly examined Jibju realted data in Chusun(朝鮮) period. By dividing into 3 periods: “The former Goryeo”, “Solider’s grasping political power”, and “After oppressed by the imperial Yuan(元)”. This study represents each trait and the role of Jibju. In the former Goryeo, Jibju have strong relationship with king on the aspect of political. In government position system, relating king to SeungSun(承宣)-one level upper than Jibju-and help to communicate efficiently between king’s orders and subject’s opinion. Considering soldier grasping political power’s particularity, different from past, Jibju has supervising king and a civil minister. This is because they were trying to ally each other and conquer soldier’s political power. After the death of Choi ChungHyun’s brother Choi ChungSoo(崔忠粹) -Who had Jibju status-, the status Jibju was abolished temporary. As soon as King ChungYeal(忠烈王) became the king, the status revealed and there is a record about it. At the period of King KongMin(恭愍王), there is still data about Jibju. This represent that the status Jibju stayed until Goryeo’s destruction.
