본 연구는 경찰 사이버팀의 효과적인 수사모델 구축 및 적정 인력 산출을 위한 기초 연구로서, 수사 프로세스의 시각에서 일선 경찰서 사이버팀의 사건 처리에 소요되는 수사 업무량을 추정하고자 하였다. 조사 설계에 반영된 사이버팀 업무의 특징은, ① 민원사건 외에, 인지사건의 경우 첩보에서 출발하는 긴 수사업무 단계를 포괄하고, ② 온라인 수사 외에 오프라인 수사를 포괄하는 폭 넓은 수사활동을 하고 있으며, ③ 내근 외에도 현장출동과 디지털 증거분석, 피의자 추적수사 등 깊이 있는 수사가 전개되고 있다는 점이다. 한마디로 사이버팀 수사업무의 특징은 그 업무의 길이(length)와 폭(range), 깊이(depth)가 매우 방대하다는 것이다. 이러한 사이버팀 수사업무의 흐름과 틀을 기초로 수사 업무량에 대한 조사와 분석을 진행한 결과, 초기수사 단계에서 첩보활동 131.66분, 민원상담 60.90분이 소요된 것으로 추정되었다. 다음 본 수사 단계에서 관계자 조사 즉, 피의자조사에 250.72분, 참고인조사 122.34분, 피해자조사에 157.45분이 소요된 것으로 나타났다. 이밖에 본 수사 단계에서 외근 업무로서, 출동준비 91.17분, 현장출동 및 증거물확보 121.50분, 추적수사에 111.34분이 소요되었다. 끝으로 수사 마무리 업무로서 송치 전 서류정리에는 185.98분이 걸리는 것으로 나타나, 일선 경찰서 사이버팀이 처리하는 사이버사건은 초기수사 단계에서 수사 마무리 단계에 이르기까지 건당 평균 2,296.5분이 소요되는 것으로 추정되었다(정식접수사건 기준). 한편 반려사건에 대한 건당 평균 업무량은 경제팀의 상담처리 소요시간 46.6분에 비해 다소 큰 70.02분으로 추정되었다,

The purpose of this study is to analyze the workload of cyber investigation team in the police station from the perspective of work process, which is expected to make a fundamental contribution toward building up some standard job and manpower model for strengthening investigation capacity against cyber crime. According to the results of estimation based on the survey to the team, the average time to require in the preliminary investigation stage is turned out to be 131.66 minutes in the intelligence activities including collection and analysis of criminal intelligence to begin with, and 60.90 minutes in the consultation on petition affairs by a case. In the next, the time to require in the principal investigation stage is estimated to be 250.72 minutes in the investigation to criminal suspects, 122.34 minutes to testifiers, 157.45 minutes to victims, 91.17 minutes in the preparation of moving to the scene of crime, 121.50 minutes in the moving to the scene and collection of evidence, 111.34 minutes in the tracking investigation. Finally, the time to require in the finishing stage is 185.98 minutes in document filing, and in summing up, the total time to the cyber crime investigation is estimated to be 2,296.5 minutes by a case. On the other hand, in the returned case after consultation on petition affairs, the required time is shown to be 70.02 minutes by a case which is a little longer than 46.6 minutes of the economic crime investigation team. Considering the type of crime, cyber pornography crime comes out to be the longest to which 2690.56 minutes is required, and next 1850.72 minutes to internet fraud, 1483.52 minutes to infringement of information network in order. Unexpectedly, the information network crime like hacking is found to be shorter than other types in the investigation time, which is supposedly attributed to the severe shortage of investigation manpower in the police station.
