Since the increase of crime rate during the last 10 years, various plans for crime prevention have been applied, such as reinforcement of public security, CCTV installation, and the introduction of CPTED strategies. For the efficient application of crime prevention measures, crime analysis or crime risk assessment is necessary as the preceeding condition. Existing crime risk assessment was processed through the crime density analysis and the hotspot analysis with the criminal records. But criminal records have their limitations and not all the number of crimes committed are recorded, therefore, alternatives for the crime risk assessment are needed in case there is no criminal records, and also for areas that have undergone redevelopment (and reorganization) of the existing urban configuration, making the previous data meaninglessness. For this reason, it is essential that crime risk is assessed without criminal records. In consideration of the necessity and importance of crime risk assessment, they are being increased and a new method is proposed on this study that designated Multi-Layered Risk Assessment(MLRA) method based on GIS which can be applied to the controlled situations. Especially, because crimes such as burglary, pocket-picking, and street theft happened through environmental opportunities on the streets or intersections, MLRA method is applied on the urban block which is comprised of links and nodes. Crime risk assessment results by MLRA method is represented as risk grades summarized in four categorized risk indexes which included the sub-factor such as spatial configuration, land or architectural use pattern, street characteristic, and socio-demographic variables.
