A 2016 social survey by the National Statistical Office(NSO) revealed that the biggest factor causing anxiety in society was the occurrence of crime. Although public interest in mitigating crime has been increasing, insufficient systemic approaches have been taken towards preventing crime. Police who have worked hitherto on the policing field, relevant government departments as well as local governments execute separate crime prevention efforts such as CPTED to promote public order without strategically assigning roles. There is insufficient social consensus on disclosing crime information which is the foundation of crime prevention. Henceforth, a cooperative network amongst crime prevention entities must be created through establishing relevant legislations and the participation of local citizens should be encouraged through revealing adequate amounts of crime information while maintaining an attitude of responsibility and transparency. The policy realm of crime prevention should be enlarged to active realms to prevent danger and mitigate fear regarding crimes. The paradigm of the role of police against crime should transform from one of reacting post-crime to one of pre-emptive action.

2016년 통계청의 사회조사결과 우리나라 사회의 가장 주된 불안요인이 범죄발생이라고 응답하였다. 이처럼 범죄예방에 대한 사회적 관심이 높아지고 있음에도 그동안 범죄예방에 대한 체계적 접근이 다소 부족하였다. 또한 경찰과 유관부처 및 지방자치단체가 CPTED 등 범죄예방 정책을 각기 개별적으로 추진하는 등 전략적 역할 분담이 없었고, 범죄예방의 기반인 범죄정보 공개에 관한 사회적 논의도 부족해 범죄정보의 이용과 예측적 범죄대응활동에 한계가 있었다. 최근의 범죄예방 관련 현황을 살펴보면, 범죄예방 관련기관에서 각각 다양한 범죄예방 정책을 추진하고 있으나, 범죄예방정책 수립을 위한 범죄정보 공개는 미흡한 측면을 보이고 있었으며, 관련 법령인 「범죄예방기본법」은 19대 국회에서 발의된 Top-Down 방식과 20대 국회에서 발의된 Bottom-Up 방식으로 서로 상반되었다. 이러한 현황을 통해 범죄예방 개념의 정책적 확대 부족, 범죄예방보다 사후대응에 집중한 경찰조직 운영, 관련 입법부재로 기관별 영역경쟁 등 비효율적 대응, 범죄정보 공개 근거 미비라는 문제점이 나타나고 있음을 알 수 있었다. 따라서 향후 범죄예방 관련 입법을 통해 범죄예방 주체들 간 협력적 네트워크를 구축하고, 균형 잡힌 범죄정보 공개를 통해 치안행정에 대한 책임성과 투명성을 제고하면서 지역사회 시민들의 참여를 유도해 나가야 한다. 범죄예방의 정책적 영역을 위험의 예방과 범죄에 대한 두려움을 제거하기 위한 활동으로 확대하고, 경찰은 그동안의 범죄에 사후 대응(reactive)하는 체계에서 범죄예방을 선제적으로 추진해 가는 조직으로 패러다임 전환을 해야 한다.
