After the collapse of existing order through wars and disputes, there can be many refugees. They become refugees or abandoned people according to situation. Furthermore, if refugees become a large scale of evacuees, problems may become uncontrollable. This study pays attention to the existence of the refugees, which can be the starting stage of the problems. When refugees appeared, the next step was to go through the process of solution to the refugee problems, which was post-war treatment. How to embrace refugees scattered to each region after a war was readjusted in line with each country’s situation and competence. Especially, Japan actively accepted Korean refugees for national development and embraced them into their own social order. Such an upheaval of Japan made monarch’s title change from king to Japanese emperor and enabled an entry into a ritsuryo state as a completed nation format. The outcome was the birth of Japanese ritsuryo state.
