The purpose of this study is to develop the teacher education program of inclusive education for general and gifted children and to investigate the effects on teaching efficacy of the program. The program was developed through the three stages-literature research, requirement survey, and composition of program. The effects of the program was investigated targeting twenty early childhood teachers who participated in the teacher education program. The program based on the literature research and the results of the requirement survey was composed of the purpose, the goals, contents, teaching-learning methods, operation, and evaluation. In particular, the program introduced diverse teaching-learning methods and provided the teachers with the opportunity to experience the methods, in order to overcome the problems of existing teacher education program that focused on communication of content. Also, the program helped the teachers increase their teaching professionalism by participating in the program actively through cooperative learning and reflective journal writing. As a result, the teachers had self-confidence on inclusive education by participating in the program and their teaching efficacy was increased. This result indicates that the program will be contributed to increasing teaching efficacy and successful inclusive education by being operated consistently in early childhood settings.
