This study has confirmed ten plans related with promotion of science education for the elementary and secondary schools since Korean government was established in 1948. Each of ten plans analyzed the problems of science education for the elementary and secondary schools and presented many measures to solve those problems at that time. These plans enabled to establish visions and objectives for the science education and push ahead with related policies strategically and systematically, otherwise urgent guides and varieties of measures were individually executed. Consequently, these plans contributed to raise people leading Korean national economic growth and maintain the upper level of science in OECD PISA. Also this study figures out that the contents of ten plans are very similar. Because the problems in the previous plan were not solved and the same problems appeared repeatedly again and again. The most repeated problem was that science classes in the elementary and secondary schools were proceeded mainly by theory-oriented teachers’ lectures. It wishes that the next national plans promoting science education for the elementary and secondary schools have the strong policies to improve on the teaching and evaluation system in science education.
