Globalization and elevation of Korea's status in the international arena increased the importance and the relevance of foreign news to Koreans. Accordingly, more and more stories carried by the foreign media are being translated and reported at the local papers. Yet, there has been little appreciation both in the reporting community and the translation research community that such activity also constitutes a translational act. It would be largely because translation of foreign news involves adaptation, an activity traditionally regarded as a non-translational procedure. This study, nevertheless, defines the reporting of the news articles carried by the foreign media as translation, for it is viewed as such by the readers and it actually involves translational acts in large parts. In order to investigate the norms that govern the translation of foreign news in general, this study reviews guidelines or recommendations set by news agencies and news reporting scholars on how to report foreign stories. Citations in the news are, then, zoomed in on as there exist norms clearly guided or recommended by new agencies. The investigation on 17 articles which originally appeared on the foreign media, then translated and carried by the local news agency shows that the translation and reporting of the citations in those news are diverse in their relations with the source texts; sources of the citations are translated differently; an individual opinion is changed to that of a group or an industry, and vice verse; contents of the citations are changed or expanded while they are translated and summarized; some expressions are literally translated affecting the nuance or the intention of the comment. Overall, although citations in the news articles have to be as close as possible to the source text, they presented quiet variations and distance from the source text.
