This paper aims to analyze the Korean immigration policy in terms of De-and Re-ethnicization perspective. In liberal-democratic states, international migration encourages re-ethnicization as well as deethnicization in the immigration policy. While immigration is increasingly considered an individual’s rights, a state has still power to decide who will be admitted and how they are treated. In Korea, while discrimination based on citizenship has lessened, discrimination based on ethnicity has increased. As for the Korean immigration policy, strong ethnic preferences have formed a particular type of stratification of immigrants: non-Korean migrant worker ranks third, following Koreans who mainly live in first-world countries, ethnic Koreans who live in China and the former Soviet Union states. Women marital immigrants can be classified into the first group in the type of stratification of immigrants in Korea. The main reason of such categorization of women marital immigrants is they are considered as ethnic affinity immigrants. Women marital immigrants are a litmus test to develop liberal deethnicization in the Korean immigration policy. They form a new type of family which can be ramified into multicultural family or new ethnic Korean family. In order to strengthen the force of multicultural family, new form of social integration policies need to be introduced and implemented. They would rather be accepted as the universal citizens than as the ethnic affinity immigrants in the Korean society.
