The aim of this study is to study on the political rights for immigrants in the Republic of Korea. As immigrants increased, who have different culture, social integration came to the fore as the main issue of Korean society and granting suffrage to noncitizen emerged as one of the solutions. There has been similar experiences in the developed countries. Immigrants have not been able to participate in national election and local election in some country, but to participate in local election in the other countries. The naturalization of immigrants is a necessary condition for acquirement of full political rights in the almost countries. Immigrants shall have the right to participate in our country as universal human rights. It might be difficult to give political rights to them in a case of national elections,but highly possible when it comes to local elections. Moreover, the capability for participation in local politics and voting right granted for immigrants would be able to achieve the social integration. In fact, many self-organized groups as the ethnic communities play important role in mutual understanding between immigrants'ethnic minorities and Korean public sphere: the Korean communities educate immigrants to understand Korean culture and participate in public activities on the one hand, and the immegrants' communities Introduce their culture to Korean public on the other hand.
