Gaohuai(高淮), who was sent to Liaodong(遼東) in favour with Wan-li emperor(萬曆帝), placed scoundrels in Beijing and local province and surrendered Mongolians and Nuzhen(여진) under his orders and forced them to plunder people in Liaodong area. He committed cruel acts during his stay in that area. Moreover he recruited a mass of private soldiers and drove them to make disturbance with acting in brutality and sweep over the whole area of Liaodong. With the result that, the people of Liaodong, who could not afford to make their living because of Gaohuai's arbitrariness, fled to Mongolia and Nuzhen(女眞). These refugees gave the intelligence of Liaodong to Nuzhen, and acted as guides during the later invasion of Nuzhen on Liaodong by which Nuzhen was used to expand its territory. With these guides, invading forces of Nuzhen easily conquered Liaodong. Gaohuai, as he did in Liaodong, demanded that Choson(朝鮮), which had been invaded in twice by Japan, should offer various tributes to him. The delegates whom Gaohuai sent to Choson in order to levy demanded payment of heavy tributes, so that it caused to the national resources of Choson to be exhausted. Nevertheless, Choson could not help acceding to Gaohuai's excessive demands lest he should report to the emperor with unfavorableness to Choson.
