The year of 2005 demographic statistics indicate that the population was increased by 2.7%, while the aged population over 65 years old was increased by 29.1%, or 9.1% of the population. As it is forecast to account for 20.9% which is the percentage of the aged population needing long-term care with this trend, it is necessary to institutionalize long-term care insurance and produce manpower for obtaining symbol of role, professional pride, and discrimination against similar workers. For care managers, care helpers, social workers, nurses, medical specialists, medical technicians, dietitians, and cooks to ensure quality of service for clients and provide effectiveness, manpower must be approached as a team consisting of health, medical service and welfare. As a result of estimating manpower who is in charge of long-term care insurance for the aged population over 65 years old which will come into effect from the July of 2008, it is found that nursing home for the aged accounts for 2%, or 117,000 among 5,860,000 and care home for aged accounts for 18.9%, or 1107,000 among 5,860,000. Based on this manpower of 396,000 will be needed in 2008 when long-term care insurance for the aged population over 65 years old will enforce, and among manpower of 423,300 care managers will account for 5.6% and care helpers 61.6%. Therefore it is urgent to develop care helpers by the specialized institute. And it is also demanded to build the infrastructure of manpower which carry out mending education for some workers developed before and workers working for care home for aged and realize working conditions.
