Although early childhood education in Korea traces back to over 100 years ago, the greatest task facing Korean early childhood education experts is finding the identity of Korea’s early childhood education. With the 2004 Early Childhood Education and Infant and Early Childhood Care Acts enacted in Korea, the high expectations of facilities to provide high quality education and higher quality of life to infants and young children warrants an analysis of the identity of Korean early childhood education. This paper analyzes the identity of Korean early childhood education in context of modern social changes in Korea and proposes basic directions and future policy decisions on how to raise the quality of early childhood education in parallel to the changes brought on by the new legislations. Proposed recommendations for Korean early childhood education include: emphasis of ethics of care and free choice in early childhood curriculum, focus on a comprehensive service system based on a partnership with families and the community, improvement of early childhood teachers, involvement of the government, introduction of an accreditation system for early childhood education institutions, and inclusion of kindergarten education into the formal school year system.
