From the beginning of the 20th century, the traditional conservative ruling elite in South Korea has argued that 15 August, 1948 was the national founding day of the Republic of Korea (ROK hereafter), suggesting that the day of 15 August should be institutionalized as a national holiday.
The ruling elite around the official inauguration of the ROK in 1948, however, problematized the idea of liberal democracy and Korean people, in its individual or collective sense, not only in terms of the elite’s power politics but also in terms of its political philosophy. So they tried every means, discursive and non-discursive, to domesticate the ideas of liberal democracy and popular sovereignty. In so doing, they, invalidating the ideas, subjectivized the ROK, viz. a liberal constitutional means, as a sovereign while identifying the constitutional sovereign, viz. people or kungmin(國民), as the ruled. This transposition testifies to the real picture of the ROK its incipient days, and its democracy while illustrating that the concurrent political propaganda on the national-founding holiday is a-historical state-centric project.
