The article deals with Shuichiro Saito, who was involved in Joseon problems from the period of the Imo Incident(1882) to the Eulmi Incident(1895). He learned English from William Elliot Griffis as a child, moved to the United States and earned a law degree at Boston University. After returning from U.S., he entered Gaimusho(外務省) and began his career as a bureaucrat. During his career in Meiji government, he gained deep trust after long serving as a secretary to Kaoru Inoue(井上馨). Saito was also involved in Joseon problems. It was only after the outbreak of the Imo Incident that he began to establish ties with Joseon. He accompanied Inoue on a business trip to Shimonoseki, and met Park Young-hyo(朴泳孝) when he visited Tokyo as Susinsa(修信使). In 1883, he was hired as a personal assistant to the U.S. minister Lucius H. Foote, and came to Joseon for the first time. It was Yun Chi-ho(尹致昊) who came to Joseon with him and handled the translation. The period of stay in Joseon was only about three months. Saito frequently met with key persons in Joseon’s political circles, including the king Gojong, Kim Ok-kyun(金玉均), and Min Young-ik(閔泳翊), and acquired a lot of classified information. It has been reported several times in letters to Inoue. Saito’s secret reporting and policy suggestions were used as key information in Inoue’s process of drafting Joseon policy and pushing forward it. Even after returning to Japan, Saito continued to engage in Joseon issues, such as watching current situation of Korean refugees, changing Japan’s policy after the attempt of the second secret treaty between Joseon and Russia, and importing silk goods. In October 1894, Saito moved back to Joseon, where the Gabo Reform(甲午改革) was in full swing. Since Dec. 17, he has become an administration adviser(內部顧問官) in the Joseon government. He was deeply involved in the reorganization of the local system under Park who was the minister of administration. His demands on behalf of the advisors at the audience of the King were reflected in the Advisor’s Regulation. This was an institutional framework for political engagement of Japanese advisors in Joseon. While serving as an advisor, Saito frequently met with Park and engaged in political maneuver behind the scenes to help him move in line with Inoue’s intentions. Inoue trusted Saito so much that during the Japanese minister’s own absence, Fukashi Sugimura(杉村濬) consulted with Saito to handle the work. However, he was not able to be promoted no more than Inoue’s secretary and could not hold a key post in the Gaimusho. His outstanding talent could be used only while Inoue was in office. Saito can be said to have been a key aide and bureaucrat who faithfully supported Inoue’s policy towards Joseon.
