This paper aims to explore the ‘Atheism Controversy’, which took place in Jena, Germany 1798~1799, and invites the reader to reflect on the possibility of moral religion. Transcendental philosophy, initiated by Kant, was recognized as well explaining and justifying the phenomenons in various fields of society such as sciences, ethics, aesthetics and international order. However, only in the problem of religion, the general appreciation of the Kantian philosophy was not so good from the beginning, and this problem exploded at full scale with the Atheism Controversy(1798~1799). It took place because of the two articles of Fichte and Forberg, who claimed to inherit Kant’s transcendental philosophy. Forberg distinguishes strictly between theory and practice, and claims that religion is just a practical belief in the moral world governance, that is, to believe and act as if the Kingdom of God, i.e. the ultimate ideal of practical reason were realizable in the world, but it does not matter whether God exists or not. Fichte acknowledged Forberg’s attempt to ground religion upon ethics in accordance with Kantian insights, but opposed his treatment of belief in God as only a matter of hope, because a religious belief is, according to Fichte, undoubtedly evident and more certain than any other knowledges. But Fichte was accused of atheism in that he regarded the moral world order itself as God and denied the substantiality and personality of God. Although their claims are on the surface contrary to the traditional doctrines of Christian theism, it would be more important to reflect on the essence of religion and to understand deeply the relationship between religion and ethics.
