Faced with school crisis in the mid-1920s, the Gunsan people took reactions in four different ways. First, the Youngsin Girls’ Hag-won and the Shinheung Hag-won switched their function to female elementary school or organized a sponsorship system. Second, the Gunsan Women’s Education Association established Gunsan Yuawon. Third, the Gunsan Labor Federation merged Hansong Hag-dang and Guangdong Uisug into the Gunsan Hag-won and took the responsibility of its operation. Fourth, a variety of forces in Gunsan region began to demand the establishment of a Public Elementary School 2 from 1926.
In 1927, the Gunsan Hag-won succeeded in securing commitment of labor groups and community leaders to financial aids for the construction of school buildings. However, the Japanese colonialists interfered in raising funds. In respond to that, the various forces of the Gunsan region struck hands and staged a movement in earnest to build the Public Elementary School 2.
In the late 1920s, the Gunsan region faced economic hardship. The Japanese colonialists cut wages for workers and launched massive crackdown on labor and social movements. The private schools in the Gunsan region were able to continue their diverse educational and cultural activities thanks to the sacrificial voluntary service of teachers despite excruciating circumstances. However, the Japanese brutal school abolishment policy led to closing down the Gunsan Hag-won (converted to Daesung Hag-won) and Gunsan Yuawon and converting the Youngsin Girls’ Hag-won to Youngsin Yuchiwon.
