This study was intended to find out the actual condition of sports for all which most Koreans are participating in as leisure activities. This study was also intended to determine present and future problems in the leisure & recreation service administration of a local autonomous entity I suggest the followings: First, for activating public leisure & recreation service, we should solve the lack of places for leisure activities. For solving this, close connection with the school facilities, commercial facilities, and extra space in a business entity should be made. It is also needed to make an progressive effort to act in concert with these bodies through sponsorship and changeover of service system. Second, reduction of the Government expenditure resulted in a decrease in population participating in sports for all. Leisure of the people is not the problem of an individual but the problem of the nation, so that the Government`s positive intervention should be made. To accomplish these goals, local finance of physical education should be on the increase step by step.
