This paper is to establish a leisure policy of local autonomous entities to keep up in a leisure demand which will increase rapidly in the future and to contribute to a elevation of a life of residents by the increased leisure, since the five-day workweek legislation had been passed. I did various sequences of study and survey. The following main changes are expected by the new legislation : First, leisure-centered value will be generalized by which leisure is considered more primarily than work. Second, individuals and their family are considered the first priority. The new legislation will be followed by leisure actions like the followings : First, family-accompanied type of leisure will be increased. Second, sports participation will be activated for a healthy life. Third, more people will participate in outdoor recreations. Fourth, life-long education will be increased and focused on the self-development using more free time. Fifth, time-consumption type of leisure will be activated. Sixth, experience / participation / personality centered leisure will be increased. Noticeable difficult factors of leisure participation are : First, many people are lack of free time and cognition of leisure. Second, they are short of leisure cost. Third, infra of leisure activity is not sufficient yet. Fourth, information and supporting system are feeble. These things show that leisure policy should be like the below : First, systematic leisure programs should be executed. Second, more public leisure facilities have to be built for residents to use them with low costs. Third, experience-type leisure facilities are needed. Fourth, various kinds of life-long education institutions and programs should be provided. Fifth, a leisure administrative support system should be improved. Sixth, Chungchongbuk-Do leisure synthesis intelligence network has to be established. Seventh, leisure-related departments should be opened more which train leisure specialists.
