This paper studied the methology of measuring the benefits and disbenefits of the left turn prohibitions and its influence on traffic congestion. If the left turn is prohibited in intersection, the number of signal phase needed decreases, the delaying time caused by all wating traffic is eliminated and traffic congestion decreases. However, the vehicles which need to made a left turn must divert around the intersection and actually go through the same intersection twice, thereby creating another kind of traffic congestion. From a case study for seoul’s no left turn policy at six major intersections, it can be concluded that prohibition of the left turn is working not only in the opposite direction to its aim of promoting great disbenefits to the traffic in the present circumstances. Even though the number of intersection investigated in this case study are not big enough to assume that the conclusion represents a general phenomenon of intersections in Seoul, it can be argued that a rational control of turning flows based an systematic and prudent analysis is strongly needed. This paper demonstrates that the most important factor in deciding the left turn prohibition is the proportion of left turn vehicles compared to the total volume and the diversion distance is secondly important factor. The ratio of heavy velicles can also influence on the left turn prohibition. Therefore it is obvious that Seoul city must avoid the uniform no left turn policy and must develop a comprehensive controlling policy based on hourly analyis for each direction of intersection. The general standards developed from this case study as well as the practical methods of quantifying benefits and disbenefits of left turn prohibition can utilized for such a fine tuning of left turn policies in Seoul.
