This study examines the tools and processes that facilitated to national industrial policy programs in China after 1980s. This is closely related to the transition of the Chinese state character. In China the large-scale studies on the “East Asia Developmental State” have been conducted around the 1980s and make drive to force of economic reform. Since the early 2000s, the industrial policy of Chinese developmental state came to key economic policy and National Development and Reform Commission(NDRC) was dominate the peak bodies of policy-making under the Hu Jintao administration. Conceptually, it is still ambiguous what is “developmental state.” But In my opinion developmental state do not necessarily have to be a capitalist state. Because the logical key elements of the theory of developmental state is a form of intervention in the economy through industrial policy and ultimately in order to achieve the national goals. The developmental state is based on the positive role of government. The new model of developmental state is present by China case. This paper try to discover the futures of the Chinese model developmental state.
