This study examines an applicable worth of grants of management in Senior Citizen Welfare Institutions and importance of roles, and I compared and analyzed about the arrangement of staffs in Institutions which were receiving the direct influences by grants based on personal expenses, with grants, on the basis of personal expenses, with Law of Welfare for Senior Citizen and administrative standard for background. In 2002, a number of inmates in 89 asylums for the aged, 89 sanatoriums and 41 professional sanatoriums of Welfare Institutions of Senior Citizens was 13,335. In the results of arrangement of staffs, according to the provision of Law of Welfare for Senior Citizen, extra 34.04% of staffs in institutions i.e. 1,287 are required and the estimate of grants, which is equal to the 23.41% of total estimate of Welfare Institutions i.e. almost 18.1 billion, for them will be spent. Welfare Institution of Senior Citizens is a national Institution and, there are duty and responsibility for the nation and also the local body to try in order to make more pleasant institutions. One should adjust applications of grant by depending up on the legal standard and the nation has to support fully the rate of charge of grants, and the system of applications of grant is need to change to the Public system of grants.
