The problem with the society of the aged is not limited to the aged but is the problem of the whole society and the nation, so it is desirable to solve the problem in a preventive way. Especially, the important part of the problems of the aged people in korea, so it requires to strengthen in terms of quantity and quality so that all walks of the aged can approach to the facilities. The purpose of this study is to review the regulations on the establishment and operation of the senior citizens welfare institutions and to help expand the senior citizens welfare service by suggesting the improvements. Senior citizens welfare facilities are the facilities that embody the community functions by accommodating the aged collectively and providing physical facilities and care service for the stable life in his/her old age, which will be the complex composed of houses, health care, recreations. However, when they try to develop, operate, manage, silver town, they will face a number of problems of restricting regulations. Therefore, this research is designed to systemize the related regulations and to review the problems and suggest reasonable ways of improving these problems. The extent of this research is limited to the related regulations controlling the process establishing and operating the facilities that are enumerated in the article 31 of the senior citizens welfare law. These are classified into aspects of ① land development ② support ③operation and management. Based on the result of the above research, we have deducted the following ways of improvements. First, we have to make arrangements in the way of integrating and abolishing current town planning laws, national land utility management laws, comprehensive national construction planning acts, etc that are related to the land development for the establishment of senior citizens welfare institutions. Second, we should prevent repetitive designation, friction, confusion by systemizing about 220 areas, zones and districts in some 80 laws and arrange the related laws to improve the transparency and to standardize the regulations on the land use according to the individual activities of land use. Third we should admit of no the room for arbitrary interpretation and misunderstanding by working officials by standardizing precisely revising the laws related to the establishment, operation and support of senior citizens welfare institutions. Fourth, it should be easier to establish and manage senior citizens welfare institutions through ration revisions such as simplification and unification of related laws.
